ASP.NET Web API was designed to be host-independent, expanding your hosting options beyond IIS to include any .NET application – even desktop apps and Windows Services. Version 2 of Web API features an OWIN host adapter which permits you to move cross-cutting concerns, such as logging or security, into middleware components that are independent of the hosting environment and that apply to any assortment of downstream Web frameworks such as ASP.NET MVC, Nancy, or SignalR.
