The scene is made in mm.
If your scene units are different, in the Hair and Fur modifier, click the Recomb From Splines button (located in the Tools section) and then select the PBTeen - Snowcone Bean Bag - Fur Spline object.
The archive contains screenshots with the settings of the Hair and Fur modifier.
There is no fur in FBX format.
